The second China-Africa Economic and Trade Expo (CAETE) will be held in Changsha, Hunan Province, from September 26 to 28, 2021. With the theme of "New Starts, New Opportunities and New Actions", the Expo will invite six African countries, including Algeria, Ethiopia, Kenya, Rwanda, South Africa and Senegal, to participate as the Guests of Honor.
As the branch of this China-Africa Economic and Trade Expo (CAETE), Hunan Gaoqiao Grand Market will take the theme of "The Birthplace of African Brands in China and the Full-Consumption Festival of African Products", and plans to set up "1+5" six exhibition areas, including the permanent exhibition hall of the Expo, exhibition area of coffee, nuts, cocoa, agricultural and sideline products and exports to Africa, covering a total exhibition area of about 31,000 square meters and 425 booths.
At present, the market is attracting investment from African export trade enterprises, enterprises related to African export products and economic and trade enterprises to Africa.!
01. Exhibition Hall Overview

The Gaoqiao Branch will take the third floor of the China-Africa Economic and Trade Cooperation Promotion Innovation Demonstration Park as the main exhibition area, and set up the permanent exhibition hall of China-Africa Economic and Trade Expo (CAETE), and a special area for African brand commodities will also be set up.
In addition, special exhibition areas will be set up in the African Coffee Trading Center, African Cocoa Marketing Center, African Nut Trading Center, Gaoqiao Agricultural and Sideline Product City, and the Export Product Clustering Area to display African coffee, cocoa, nuts, agricultural and sideline products and export products to Africa.

The exhibition will focus on the innovative measures and construction achievements of the Yuhua Gaoqiao Block in the Changsha Area of Hunan Pilot Free Trade Zone in China-Africa economic and trade cooperation, and also highlight the advantageous industries and products of African countries.
■ 100 African brand products will be launched into the circulation market
100 African brand products will be showcased, including 60 coffee brands, 30 nut brands and 10 other African agricultural product brands.
■ All-round Distribution of African Products by the Business Channel System of Hunan Gaoqiao Grand Market

■ Logistics subsidy: For the commodities that meet the qualifications of African exhibitors and are listed in the List of Exhibits Entitled to Preferential Tax Policies for International Exhibitions in Central and Western Regions of China, a certain proportion of subsidies can be given to the commodities transported from Africa to domestic ports of entry according to the actual transportation and logistics expenses. The Secretariat of the Organizing Committee will make unified arrangements for the customs clearance of oversea commodities from Africa, and the customs clearance fee occurred, as well as the logistics and transportation expenses from domestic ports of entry to the venue for oversea commodities from Africa will be uniformly arranged by the Secretariat of the Organizing Committee.
■ Tax-free policy: According to the preferential tax policy for imported exhibits, imported exhibits sold during the exhibition period are entitled to a total tax-free sales volume of up to USD 20,000.

By leveraging the ports in China and Nigeria, the full chain model can achieve direct links connecting the cross⁃border markets.By opening up the standardized channel for the collection, transportation, customs clearance and quality inspection of bulk cargoes, the model can build a closed⁃loop one⁃ stop trade circulation system. The model will be developed by China⁃Africa Economic and Trade Promotion Council ( CAETP) , Hunan Chenglingji Port & Comprehensive Bonded Zone ( Chenglingji Port) , China COSCO Ship⁃ ping Corporation Limited ( COSCO) , France⁃based Bureau Veritas ( BV) , UK⁃based Dimensional Investment Development Services Limited ( DIDS) , Hunan Gaoqiao Grand Market ( Gaoqiao) , and Hunan Lenercom Technology ( Lenercom) to remove the pain points and choke points in China⁃Africa trade.
Ⅰ. Overview
1. Port⁃to⁃port freight line to West Africa.
The project will develop an efficient logistics channel of river⁃sea transport between Chenglingji Port and Onitsha Port. In China, Chenglingji Port will give full play to its advantages in intermodal transportation as an import and export platform for trade with Africa, to facilitate customs clearance, warehousing, and barge transportation for Chinese products; in Nigeria, the cargo can be collected and cleared at Onitsha Port operated by DIDS, and then transported by barge to Lagos Port for loading onto container ships for export. By doing so, the costs of land transportation, port collection and customs clearance for bulk cargoes can be greatly reduced. At the same time, a Chenglingji⁃Onitsha information sharing platform will be set up, so that the time and quantity of goods arriving at the port are clear to both sides in real time.
2. An operating community with a port⁃market linkage.
DIDS gives full play to its logistics nodes generated by its investment in ports and rivers in Nigeria to connect to Nigerian markets and ports, access trade information and facilitate trade settlement in the region. Gaoqiao, as part of the Pilot Zone for In⁃depth China⁃Africa Economic and Trade Cooperation ( Pilot Zone) , can serve as a collection and distribution center for Hunan⁃based importers and exporters trading with Africa. While Nigeria‘s non⁃resource products are distributed and traded through Gaoqiao, a showroom will be set up in Onitsha Port to sell competitive products from Hunan to Nigeria. Lenercom, as a bridge for bilateral trade, can make use of the supply chain finance policy of Chenglingji Port and implement innovative models such as barter trade to promote the export of Hunan’s competitive industries and co⁃ ordinate the sales of imported goods from Africa.
3. An integrated process of freight and commodity inspection.
By giving full play to its advantages in global logistics resources and industry chains, COSCO can link Chenglingji Port and Onitsha Port through river⁃sea transportation to create a safe and efficient transportation channel for Sino-Nigerian cargoes. As the agency responsible for international inspection and certification, BV can provide product conformity assessments against Nigeria‘s SONCAP requirements, testing, warehouse management, and other trade⁃related inspection services for cargoes at Chenglingji Port and Onitsha Port respectively. Through standardized and systematic services, the model makes the information exchange between merchants more accurate and faster and builds a bridge of business trust.
4. A whole chain cooperation model.
Through the cooperation between ports, between port and market, and between freight and inspection, the distance of freight can be shortened, and the transport speed can be increased.Through cooperation as mentioned above, freight costs can be effectively reduced and greater profit margins can be generated for importers and exporters of both countries.
Ⅱ. Features
1. A long⁃term cooperation mechanism.
Through government guidance and market operation, the project will promote Hunan⁃based companies and even those in other provinces to cooperate with Africa actively, steadily, precisely and efficiently, so as to form a “Hunan Model” of economic and trade cooperation with Africa at the sub⁃national level. Leveraging the platform of China⁃Africa Economic and Trade Expo ( CAETE) and China ( Hunan) Pi⁃ lot Free Trade Zone ( HNFTZ) , the project will develop an integrated service chain to introduce marketable products to Africa and bring African products to China.
2. An innovative trade mode.
The barter mode can remove the choke points of long⁃standing lack of foreign currency and unstable currency value in African countries.
3. Port policy support.
The supply chain finance policy of Chenglingji Port can provide financial support for the trade between China and Nigeria.
Ⅲ. Benefits
The full chain model can facilitate large⁃scale procurement, transportation and customs clearance and thus improve the port carrying capacity and handling capacity on both sides. Through the division of labor and cooperation, all parties can give full play to their respective strengths and advantages to establish a new “whole process integration” model for China⁃Africa trade, create a comprehensive, low⁃risk, high⁃efficiency trade platform with sustainable development, increase the trade volume, and benefit Chinese and African people.
Ⅳ. Prospects
Under the full chain model, African non⁃resource products can be imported to Hunan through river⁃sea transportation more conveniently. With the geographical advantage and its premium port conditions in south⁃central China, Chenglingji Port will play the role of a gateway for the export of Chinese landlocked provinces to Africa, making Hunan a processing, trading and distribution center for African imports in south⁃central China. At the same time, Hunan’s special products can be exported from Onitsha Port to African countries through the new freight line in West Africa, which will eventually drive the development of the upstream and downstream of relevant industrial chains and thus realize the win⁃win China⁃Africa economic and trade cooperation.
